Background: To say that Rory is gifted is a bit of an understatement. He graduated top of his class at the Betaziod High School equivalent three years early. He aced his Starfleet entrance exam and graduated the academy second to his Vulcan rival. He knew from the beginning that he had a special connection with people (beyond his telepathy), and desired from the onset to be a ship's counselor.

He spent several years with Starfleet medical obtaining his MD in psychiatry on his way toward his goal. However, his high empathy scores, natural charm and leadership caught the eye of many in the Starfleet diplomatic corps. He was "recruited" into the corps and excelled as a diplomatic attaché. Soon he found himself working with such famous mediators as Sarek and Odan.

Most recently he was a key player in the Dominion Peace Accords. For his efforts he received a medal of commendation and his choice of assignments. He surprised many in the diplomatic corps by requesting the counselor position on the Cochrane. He was immediately assigned the position and has been working at Utopia Planitia since the trials. Now that the Cochrane is ready to launch, Dekelley is anxious to meet the new crew.
