Background: Biff Argyle was an average engineer with an average track record until he was assigned to the U.S.S. Enterprise-D as one of the people vying for the position of Chief of Engineering. He served in that capacity while overseeing the warp drive tests conducted by Kosinski and the Traveler which propelled the Enterprise outside the galaxy and supervising the reassembly and reactivation of Data's twin android Lore.
Within the first year, Argyle put in for a transfer after loosing the Chief position once more. He was sent to Utopia Planitia as part of the engineering team, and though he was a Lt. Commander he was still far enough down the food chain to be an average member of the staff. The chance for a promotion was on the horizon when the Cardassian's Terok Nor was turned over to the federation to run, but lost the position to a lower-ranking officer.
His next opportunity came while working on the new Intrepid-class ship. The Captain of the first vessel had been impressed with his work and offered him the position of Chief Engineer upon their return from pursuing a Marquis ship. The U.S.S. Voyager was classified lost in action on her first mission for the next four years.
Argyle had just about accepted his fate - or lack thereof - until the Cochrane project came to Utopia Planitia. He quickly applied for the job and, having the most seniority in his division (even more than his commanding officers), was chosen as Chief Engineer by Admiral Walters himself. That is, of course, until Lt. Commander Bruno Tiny arrived on the scene.
Personality: Argyle has proven himself multiple times over as an engineer, but has never been able to stand out as excellent. As such, he has tried to stand out in other ways, trying desperately to get noticed and included as an important member of a crew. As such, he often appears to be trying too hard and offsets those around him. With the arrival of Tiny, Argyle will develop a level of resentfulness, which is only slightly subdued by the advisory position.
